Eu4 Papal States Ideas
Use advisors to make up for the king's shortcomings or, to take a full advantage of his strong points. In the game, you can hire up to three advisors. One for each kind of the Monarch Power. You will have 3 potential candidates for each position (this number can be increased via some of the ideas) of 7 types.
The price of an individual advisor depends on his age (the older at the moment of hiring the cheaper he is)and his skills (1-3). Each type of advisor has a permanent bonus to offer. With each consecutive skill point, the generated Monarch Power, of the corresponding type, increases. At first, the advisors may be expensive and ruining to the budget. Then, select them only if you need a boost to the corresponding area. When you already have big monetary reserves, it of course pays off to keep them permanently.
At the same time, do not hold on to this one type so, fire and hire the new ones so, they correspond to your plans and aims in the best way possible. In general it is not worth to employ advisors on the third level due to their price, unless you have an utter economic empire, or you need the best support possible (e.g. The improvement of attitude while westernizing). The starting cost of an advisor (a thirty year-old, the older the cheaper) in 1444, amounts to, correspondingly, depending on the skill level:. Level 1 - 16 ducats to employ, 1 ducat a of monthly pay. Level 2 - 64 ducats to employ, 4 ducats of monthly pay. Level 3 - 144 ducats to employ, 9 ducats of monthly payWith time, these prices increase, more or less, by 1% a year.
Some of the ideas also decrease the cost of advisors.

Firstly, if it's impossible, why play on Very Hard? Try toning it down to Medium.
Very Hard can in some circumstances make the game, very hard, since it greatly nerfs your morale and increases the AI's. But it can also make it easier, since it gives the AI huge tax bonuses which it can't spend and a good player can take. But if you're struggling, play on Medium.Secondly, the Papacy isn't that hard; try the following:. Declare war on Urbino on Day 0. You have no reason not to. Join the HRE. You'll need to bribe the Emperor, but you'll be small enough in the beginning that this is do-able.
Dynamic League Wars in HRE. The mod returns to EU4 1.8-1.10 system where league victory replaced official religion, but didn't immediately lock it, so multiple league wars are possible. Minor HRE change is that emperor's CB to take imperial territory from non-members now gives only 10% AE. The one true EU4 idea group ranking People just love to discuss EU4 idea groups, and to be honest almost everything they say is completely wrong. I have no intention of joining this making stuff up contest, so instead here's a ranking that's as close to correct as it's possible to get.
What this means is that any CBs you then get won't bring in the Emperor on all those nations north of you. And you do get a mission on Ferrara which you'll want to complete. Naples is outside the HRE and shouldn't be that difficult to take. It might even be a good idea to DoW Epirus on Day 0, hope Naples goes to war, then don't accept the call immediately.
Instead wait until Urbino is dealt with and the Neapolitans have moved into Greece, then strike. If you're struggling in Italy, try getting a Navy and going for North Africa. It's not brilliant, but Castille usually goes pyschotic on it and should give you room to expand.Do this and you basically have half of Italy and possible some of North Africa, which should set you up well enough to compete with the larger players in the Empire. And milan protectcs Ferrara and every other italian minor.Morocco and algiers laugh at my 9 stack - and that was when i came with genoa and castile into morocco. I will have to mint like crazy to get a larger army. Or you can always use 'annex'But seriously, I played PAP States once and pulled essentially the same tactics as I did playing Milan. DOW'd Urbino immediately as they didn't have allies yet (although as MLO you do it to draw the PAP into the war and conquer Rome).MLO isn't a difficult enemy provided they can't get to you (blocked off by Modena, Mantua, Ferrara). It's easiest to let Pisa and Siena revolt from Milanese rule (or incite a revolt) and then attack (or if you incited it, ally and vassalize) them.
Tried papal with 'very hard' difficulty and its impossible. Sliders are too bad for trade, and war is not an option since everything other than urbino is gaurenteed by thousand of nations including the HRE emeperor. Tried allying myself with savoy and genoa to get milan but then austria and bohemia bring thier 2 15 stack armies.
The Papal State
Cant take ferra? I get a mission to take avingion - LOL.Dunno how ppl do this. I managed to own like half of the world as spain before 1515 so i kno the game.I know this is an old thread but I’m playing Papal states right now and I can see no reasons for war with Austria let alone Bohemia too so I thought id share my situation. It is perfectly possible to disregard gamey tactics like DOW on the first day before alliances can be secured and other things of that nature and be in a strong position by January 1446.
By strong position I mean having the luxury of sitting back with feet up and tending to less important matters of the realm while waiting for a war to break out that gives you the opportunity to grab some land. There are plenty reasons why you do not have to war against Urbino on day one.
Eu4 Papal States National Ideas
You can keep good relations with your neighbours and also preserve your reputation therefore helping you to secure better alliances later - who wants to be known as the 1 st aggressor on the mainland of Italy or anywhere else for that matter? Look at your missions you have 10 prestige and 25 diplomatic points for just securing an alliance with them – In the words of Arnie “do it, DO IT NOW” you have just secured 3,000 additional troops and 5 boats at no extra cost! Now I have another mission come through and it is to save the people of Abruzzi – Free Claim – Lovely. I make an alliance with Switzerland and then improve relations with Hungary and France (these are my plan B’s) relations should be kept high with these nations so when trouble is brewing I can gain an alliance with one or both very quickly.I look at Siena with pitiful distaste but they are in the empire so no good will come from annexing them and vassalization seems a waste of time and resources so I ally with them too. Now I can call on a grand total of 12k troops and 17 or so boats all in extreme locality this is not counting the 7k hardcore Swiss Guard in the far north. By this point Savoy (whom I wanted to ally with originally) sees my growing influence and decides it would after all rather have me on board for its looming wars of aggression against Milan. You should use your rival selection wisely.
I chose Milan earlier in the game because A) they were isolated and without friends and B) Savoy, whom I wanted to ally with had them as rivals. The Savoy alliance would not have happened without rival selection. I am in a great position being able to call on 27,000 troops I feel invincible so I start a fabrication on Sardinia as a war of Neapolitan independence is brewing and Castile is hostile toward Aragon. Genoa is wide open and there for the taking but I can only fabricate neighbouring provinces so it must be Sardinia from Aragon first. After this I’ll move up on my fabrication missions from Sardinia to Corsica then across to Pisa which will end with the annexation of Tuscany and the linking up of my lands on the mainland. That’s the plan anyway I’m currently fabricating on Sardinia but I feel immensely powerful and I have no fears only 2 years in.
